Nothing scattershot about it. Although it does depend on having people in positions of authority with moral integrity and some guts; which are lacking.

In my diocese the Bishop who governed during the highpoint of abuse is nicely retired; hasn't said a word and has just had a building named after him by the local Jesuit university. You probably know and have the highest respect for him.
